Hauke Mehrtens bf9e90c94e kernel: add missing kernel config option ...

The CONFIG_SOFTLOCKUP_DETECTOR_INTR_STORM option shows up when the
OpenWrt option CONFIG_KERNEL_SOFTLOCKUP_DETECTOR is activated.
