Hauke Mehrtens 692150ee1f kernel: add missing kernel config option 
The CONFIG_SOFTLOCKUP_DETECTOR_INTR_STORM option shows up when the
OpenWrt option CONFIG_KERNEL_SOFTLOCKUP_DETECTOR is activated.
