This commit makes three changes all needed for the update of the 6.6 kernel.
1. Upstream kernel bump to 6.6.46

2. kernel: modules: video: change package definition for fb for
upstream changes[1]
3. kernel/multiple subtargets: add CONFIG_FB_IOMEM_FOPS=y to all

kernel: improve GRO performance
...
For packets not belonging to a local socket, use fraglist GRO instead of
regular GRO. This make segmenting packets very cheap and avoids the need for
selectively disabling GRO
